J.C. Pennings, also known as Patrol Officer Pennings, was a girl of 17 when Stormwind fell to the orcs in the First War, and she lost everything to orcish savagery. She’s held a grudge ever since, and that grudge has shaped her path, from applying to join the army and participating in the latter half of the Second War (and reclamation of Stormwind) to setting herself up in a position to defend Stormwind from whatever threats dare to set their sights upon the city. She thoroughly educates any new soldiers who fall under her command that peace is more than the orcs deserve, and is known to be a zealous voice for the Alliance.

Her jurisdiction falls primarily over Old Town and the Trade District of Stormwind, but she cooperates with other Officers as needed to see that the city defenses are properly manned. Any who have seen her in action would claim that the J in her name stands for Juggernaut, owing to the massive shield she wields like a weapon. Though she is strict, she genuinely cares for those under her. It can be said that the tougher she is on a person, the more she cares about them.
